'creative common benefits'.)

A Scientific Journal of Facts, Analysis - Evaluation, Suggestions, and Recommendations :

Executive Summary :

As this is being constructed more :

●●● Following the actual flight operations of demonstration and experimental operations on 26th, 27th, and 28th Mar.
in Jordan with base at Amman Civil Airport ●●●   : -

● What we all experienced was that the overall weather condition in Jordan around target catchment King Talal reservoir was way too far out of suitable rain-making operational criteria. Icing conditions at 8,000 up to 11,000 feet MSL of used hygroscopic micro-particles seeding altitudes were experienced along with types of jet stream wind of around 30, 40 - 50 knots. OAT(s) were around minus 6° C.

There was no decent convective cloud present in the operational areas on all three days of flights but some overcast sky with mostly stratiform and some small shallow cumuliform in different layers of rain clouds with different lowest, otherwise higher, bases around 4,000 feet and different highest tops of not over 11,000 feet MSL of stratus, nimbustratus, stratocumulus, altocumulus, and some mixed phases of quite shallow cumulus clouds.

All of them were more in forms of advection of the weather systems of cool and humid westerly winds that some of them kept covering, saturating, condensing and filling in to the areas. The consequence was that the convective temperature would never reach for decent cumulus and cumulonimbus to well form up and develop due to very strong capping existed. Hence these conditions, very positive Showalter Indexes are shown in all below Skew-T diagrams, and certainly the LI(s) in the PBL were also poor.

● Furthermore, these clouds contained large droplets and ice crystals in some parts. Natural particulates levels were evidenced to have been higher than normal right after dust and sand filled in to the region by the easterly, south-easterly, southerly, and south-south-westerly warmer winds in some previous days before the higher pressure airmass of cool and humid westerly weather system moved in which was certainly a good cause and perfect elements for rain. ●

● These are certainly the kinds and results when the weather systems, under the influences of the cool westerlies, east Mediterranean Sea effects, local low pressure areas, low pressure trough in the Red Sea, etc., of the upper thirties north latitudes around Jordan and the regions in March to early April, that move and clash in, similarly as well as in November, for the cloudy and wet weather of around twenty percent for the whole month otherwise all cool, dry, beautiful and sunny. (However, during the transitioning periods, and some other time, of dry summer to rainy-winter, for instance the month of November, and vice versa intensified Cumulus - Cumulonimbus rain clouds and heavy rain showers may be quite frequently experienced in some numbers.)

● The kind of known conditions of rainy-winter are seasonally more stronger in December and February and heaviest in January of more intensity with some snow in higher elevations. The condition may also have been escalated by the El Nino Southern Oscillation of 2015 - 2016 which have brought much more precipitations (as well as more snow at certain spots) to the regions that are evidenced by the anomalous numbers of Cyclones in the Arabian Sea towards the end of 2015 and flooding situations in some various places in the Levant and the Middle East and in early 2016 as well. However, more total amounts of rainfalls and snowfalls have also recently yielded good consequences for the much needed water resources in the country. ●
Analysis of the anomalous torrential rain in the Levant 2015-2016 http://middle-east-rain-analysis.blogspot.com/

●●● Therefore, this means that almost or just nothing could be measured or detected, reasonably precise enough, in term of seeding impacts and results of weather or cloud modifications for more precipitation and-or total surface rainfalls due to extremely high variability and complexity of clouds and environments. ●●●

●●● Any other and all claims for impacts and results as well as analysis and evaluations, reports, summaries, etc., and all study and research papers that refer to the operations, from any source in any and all forms are thus 'void'. ●●●●●●●●●

●●●● We may only still assume that the different types and amounts of ●non-toxic natural substances● used of highly hygroscopic exothermic as well as endothermic, and cryogenic agents in micro-particles and minuscule ship flakes which were dispensed into the atmosphere, (Provided that these processes are done at the right times and right places.) , certainly yielded some effects and results in acting as much extra cloud condensation nuclei, CCN, tracing, and adding up even more, the way of what nature normally does from what it has naturally provided in the air in form of ground churned dust particulates, sand, fumes, as well as all other kinds and those which are also caused by human such as agricultural methods, mines, big cities, roads and traffics, and from industries.

●●● The rain stimulants - substances and agents are also far better in having much higher hygroscopic properties, and especially being in the forms of ●giant micro-particles●, which superbly attracted in much more humidity, gathered water vapour, ●immediately and perfectly turned and proliferated into ●new embryos and droplets and larger rain droplets quickly and simultaneously creating much more instability, soaring, up and down-draft of wind turbulences, sudden changes in temperature of parcels of airmass that all led to further condensation of water vapour into even much larger droplets through its development of rain mechanism of stronger latent heat, collision, and coalescence actions and towards its breakup mechanism of droplets to more enormous amount of newer droplets which augmented deeply further more through these repeated cycles. ●●●●

These processes presumably promoted more precipitations, by accelerated the development of existing rain clouds, expanded its mass and prolonged the duration as well as hastened the onset of rainfalls, at catchment areas of the operations especially in the kind of very high relative humidity in average full of water vapour and droplets.

●● The changes and effects to the cloud formations, phases, its physical characters and properties, endured and prolonged precipitations, in the designated seeded area in comparison to unseeded area, were actually experienced and observed by myself and all other scientists on board through their physical observations and by other weather condition parameters under scientific basis and explanation. ●●
More clouds certainly reflect more sunlight, counteracting global warming, and in the same time provide more needed rainfalls that enhance green areas on ground increasing socio-economic activities far better especially, when a country is under the burden of a sudden increment in numbers of people who have moved in more and more.

● The web-systems of automatic rain gauges that have been installed in the expected seeded as well as unseeded operational areas and also the physical observations and numbers of weather radar images before, during, and after all the seeding operations for seeding impacts and rainfall estimations may still not able to clearly or significantly detect and confirm any differences and in comparisons to unseeded areas. The method of randomization technique of results could only be applied when the operations are done in a suitable long period of time.

However, what remains even more fruitful in addition out of all efforts was that :

● The RJAF Casa C-295 dispensing performance of the seeding funnel of the rainmaking substances has been at some satisfactory level at the very beginning stage of the operations. Some adjustments and further modifications are to be done to improve it to be even more efficient.

●●● This must also be seen, checked, and tested soon in Jordan, once the job is ● started and has been ● carrying out by the Royal Jordanian Air Force RJAF, by Thai expert(s) conveniently, for everyone, in case there has to be some corrections and changes for a fine tune up to the designed-plans and actual works before the seeding apparatus is completely done and installed, and most importantly well in advance prior to the commencing of next actual flight operations. ●●● We have to reassure that the flying equipment - the right aircraft, which is most crucial to the job, is to perform its best functions and tasks otherwise all of everyone's enthusiasm and great efforts in all very well concerned aspects and matters of the rain-making task would not be finely synchronized sufficiently even greater enough.

● All honourable personnel from the Jordan Meteorological Department JMD, RJAF, and all concerned staff and people are most admirable, efficient, and effective, and full of spirits. Operational bases and all equipments are so far very well arranged, managed, and operated. All persons are gaining wider experiences showing their excellence and ingenuity and exploring into all areas and the entire fields and the subjects of weather modification and cloud physics.

●● However, some improvements, in some of the areas, are needed in order to make things even much better for all future operations. This is to be listed out, discussed, brainstormed, and worked out all together by all the teams.

● All operational overhead costs, as well as set budget, should also be reviewed and in order to stay efficient and cost effective as best as it can be at each stage according to actual situations and circumstances. ●●● Development in other parallel areas could be well planned and implemented all along. These may be done, if preferred, also in such manner and relation according to the WMO - World Meteorological Organization's recommendations on 'risky weather management' due to global warming, such as even better weather forecasting, weather disaster preparedness, even better effective warning, additional new various meteorological equipments and weather radar stations, training of qualified personnel and more personnel as required, etc. ●●●

●● We must also say that the entire rain-making attempts are most encouraging to carry on the operation through the future
( Ref. Bilateral MOU, Amman, 23 Mar. 2016 ) in order to eventually finalise the kind of criteria(s) that fit the local climatology and geography as well as appropriate techniques and actual flight operational strategies for rain-making operation based on the Royal Rainmaking Technology expertise for Jordan. ●●●●●●●●●● These said strategies and techniques are designed and presently available in my next chapters for the following phases of the entire operations to come. ●●●●●●●●●●●

●The bilateral cooperation has been a friendly and genuine success.

****** ( Major parts of this evaluation and analysis are to be continued and constructed including additional data, records, and pictures of the operation and most importantly
●●●● " The Operational Strategies " ●●●● and the flying & seeding conditions and effective techniques. " ●●●●
to be advised as stated above.

The RJAF Casa C-295 dispensing performance of the seeding funnel of the rainmaking substances has been at some satisfactory level at the very beginning stage of the operations.

All honorable personnel from JMD, RJAF, and all concerned staff and people are most admirable, efficient, and effective. Operational bases and all equipments are so far very well arranged, managed, and operated. All persons are gaining experiences learning by doing in all areas and the entire fields and subjects of weather modification and cloud physics.

However, some improvement, in some of the areas, is needed in order to make things even much better.

One of the crucial matters that concerns the discharging performance of the seeding funnel in order to make the flow of dispensing rate to become much faster could be discussed.

Existing funnel installed on the C-295 aircraft may need to be modified to make the whole discharging pipe or duct to be set to extend side way, either port or starboard as convenience.

***( Please see previous communication emails for references.)***

The pipe or duct, in low profile correct aerodynamic shape, must be extended out far enough that its tip is out of wind turbulences and reversed suction of the the aircraft empennage and ramp door and that the substances which flow out of the pipe are carried out and away from the aircraft continuously in the area of smooth streamline air-flow along side of the aircraft.

If the modification can not be made to extend as well as retractable side way as stated above then the funnel pipe or duct may have to be installed through the aft door on either side which may have to be cut through. Therefore, the discharging pipe or duct is extended out into the smooth streamline air-flow along side of the aircraft and without effect of the wind turbulences from main landing gears bay.

Also one of the best way is to design the funnel to be cut through the belly of the aircraft. However, if there is a concern for the pressurization system then in this case type of aircraft may have to be reconsidered and / or changed for smaller aircraft without pressurization system. In this way it is recommended that the same present flight crew of captain and pilots who have been trained should still be used and / or help in training new flight crew for the jobs.

Quoted herein some of previous emails regarding aircraft modification following first training of selected Jordanian personnel in Thailand in August - September 2014.

October 2014 :

Dear Col. Was.. ,

Greetings from Thailand - Royal Rainmaking.

It's been quite a long while since our last emails. I'm writing to re-establish contact, updating, with you once again. How are you? and how's your plan with your C-130, confirmed by your intention to be used in possible future rainmaking operations in Jordan, to be equipped with your design of dispensing-funnel for the warm cloud seeding.

One significant remark I would like to point out is that the dispensing-funnel should be best designed that it is well extended from your ramp door or else where as per your design but should be out side way, no matter port or starboard or both sides, so that the dispensing rainmaking substances are aerodynamically flow out and spread to the atmosphere escaping and away from turbulence areas of aft - tail fuselage and empennage. Deposit of corrosive rainmaking substances at empennage should be avoidable as much as possible. Even though, the aircraft should be thoroughly washed every time right after seeding operations at the end of the day.

Attachments are pictures of our CN-235's dispensing-pipes-funnels in comparison with the tail section of the C-130 that I'm talking about. (We're not using, or have ever used, our C-130 in any rainmaking operation, of course only transportation.) The interior of any aircraft doing the seeding must also well be covered with canvases as shown in the picture of our CN-235. It's quite a job for all the preparation on aircraft modification.

In our CN-235 the seeding dispensing-funnel also actually differently goes through the 'cut through' connecting passage at the aft of its belly.

If the rainmaking in Jordan would ever really happen,
the C-130 of yours would also need to fly low above terrain of perhaps 4,000 feet above ground under cloud bases and CB(s). Slowest speed and quick-sharp turns should be flown to stay in closest proximity and/or inside rain clouds according to circumstances. I've forwarded you via previous email here before, last year, of all the steps of how to fly the royal rainmaking technology all in English that I've written for your reference text from us.

Look forward to your acknowledged reply. Thank you.

Best regards,

Capt. Chititewan
